tongue-tied(adj.)

"unable to speak out freely from embarrassment, etc.," 1520s, a figurative expression, "as though one's tongue were tied;" see tongue (n.) + tie (v.). This was done to horses for various reasons; tongue-tie (v.) is from 1550s but considered probably a back-formation.
